From my contacts with youngsters with whom I have been working as a youth worker, I realised that if you don't have any means of locomotion in my region, you get marginalised and end up in a vicious circle of isolation. Offering "social transportation", whether to travel to the training site, the vocational school or a job interview, is a way of helping jobless people get back to work.
AIL 46 is meant as a springboard for unemployed and isolated people in this very rural Lot region where the public transit system is virtually non-existent. The organisation rents vehicles at very low prices, backed by subsidies from the local Government Council among others. By restoring their mobility, it helps jobless welfare recipients, inexperienced and unqualified youngsters or long-term unemployed job-seekers to avoid missing out on opportunities of on-the-job internships, job interviews or qualification training that may be offered to them. In addition, AIL 46 hires its employees under "integration work contracts". Beneficiaries and employees alike receive guidance to build their professional career plans and in their job search. With nearly 400 members in 2006, the organisation no longer has anything to prove in terms of value added. In addition, Jean-Pierre Clair has become the reference of choice on mobility issues for advice to other local authorities wishing to adopt this model.
In order to enhance its efficiency, AIL 46 is seeking to develop and create other services and to secure its future along several pathways: increase the proportion of self-funding and reduce its dependency on public subsidies, reduce the maintenance costs on its vehicle fleet, roll out the model more extensively and design communication tools.
