Isolated from the rest of the world for twenty years, the Laos People's Democratic Republic now lives in peace and benefits from a certain political and economic stability. However, this country remains one of the poorest in the world and in South-East Asia, ranking 133rd out of 177 according to the UNDP Human Development Index (HDI). The Oudomsay Province, in the North-West of Laos, is one of the country's most remote rural areas, inhabited by minority ethnic groups. The women's condition in this region is alarming: very low schooling rate, high maternal and child mortality and limited access to leadership positions. Children schooling, particularly for girls, remains very low for multiple reasons: lack of schools and teachers, poverty, lack of interest for education among rural families…
This project aims to train young women from minority ethnic groups as teachers, in order to address a dual issue:
- in rural areas, women rarely have access to higher education for lack of resources, which limits progress in women's condition;
- in remote rural areas, the lack of competent and motivated teachers is a major impediment for education.
Encouraging access to higher education for young girls from this region will help:
- improve the quality of education for children from minority ethnic groups, particularly girls;
- increase the number of schooled children;
- initiate a women empowerment action.
The 16 students were chosen during the summer 2009 according to specific criteria: geographic and economic situations of the families, intellectual abilities, motivation to study and teaching vocation. Since September 2009, they are all attending their first-year course to become elementary school or junior high school teachers at the Teacher Education Institute and at the Luang Prabang University for future high school teachers. The training curriculum lasts 3 years. With the help of the funds granted by CSD, the Provincial Government is in charge of financing their registration fees and housing expenses, two round-trips a year to their home province, as well as part of their university supplies and food.
After graduation, the Province has committed to hiring the young women to teach in a school located in their home area. The objective is to divide by half the overcrowded classrooms and open junior high and high school classes.
A women empowerment initiative will concurrently be implemented with the collaboration of the school principal, the heads of families and the Provincial Government. Through their advocacy actions, these teachers will become the spokeswomen of the right to education for girls.
At its 23 July 2009 meeting, the Selection Committee of the PPR Corporate Foundation approved a grant of € 2,500 to fund the studies of 7 secondary education teachers in 2009/2010.
- 16 beneficiaries will become graduate elementary school, junior high and high school teachers; - The young woman will go to work in schools located in their home geographic area; - Improving living conditions for the 16 beneficiaries and for women in minority ethnic groups from North Laos; - Improving the quality of education in the ten concerned schools (500 pupils); - Dividing the number of pupils in each class by half and opening new elementary and secondary level classes (junior high and high school); - Increasing the number of schooled girls, particularly in secondary levels.
At its 17 June 2010 meeting, the Selection Committee decided to renew its support to Compter sur Demain and approved a grant of € 4,500. This amount covers the fees of a second training year for the young women. The support renewed on May, 24 2011 enables young women to complete their training.
